 +Somehow surprisingly, but consistent with the change of trend within the ITU about favorable language for community networks, the GSR 2021 Best Practice Guidelines ((https://www.itu.int/en/ITU-D/Conferences/GSR/2021/Documents/GSR-21_Best-Practice-Guidelines_FINAL_E_V2.pdf)) do include references to community networks in two places:
